Location: Westminster City Council (Hybrid – minimum two days in the office)

About the Role

Westminster City Council is seeking a highly organized CIL/S106 Officer to support the efficient administration, monitoring, and enforcement of Community Infrastructure Levy (CIL) and Section 106 (S106) agreements. This role is critical to ensuring timely collection and allocation of funding to meet the council’s planning obligations and strategic objectives.

Key Responsibilities:

Administration and Monitoring:

Manage day-to-day tasks to monitor S106 agreements, including ensuring planning obligations and payments are applied and collected on time.
Ensure secured funding is allocated appropriately to facilitate the completion of planning obligations.
Determine CIL liabilities and process relevant notices, including issuing Liability Notices and applying surcharges in accordance with regulations.
Compliance and Record-Keeping:

Support the administration and enforcement of the Mayor of London’s CILs, ensuring adherence to relevant legislation.
Maintain accurate records of CIL notices, decisions, scheme statuses, and compliance with CIL requirements.
Respond to Freedom of Information requests or complaints within statutory or council deadlines.
Reporting and Analysis:

Provide management information and prepare statutory statistical returns, including projected S106 and CIL incomes and expenditures.
Respond to requests for detailed reports and ensure timely and accurate submissions.

Working Pattern:

Full-time, 36 hours per week
Monday to Friday, 9 am–5 pm
Hybrid working: Minimum two days in the office (Tuesday and one other day of your choice).
Reports to: IPD Programme Manager

Essential Skills and Qualifications:

Extensive experience using Exacom and Uniform software.
Proven ability to administer and monitor CIL and S106 agreements, including historic reconciliations.
Strong knowledge of CIL regulations and S106 planning obligations.
Excellent numeracy and data management skills, with experience preparing accurate and detailed reports.
Ability to meet statutory deadlines and manage competing priorities effectively.
Attention to detail and a methodical approach to work, ensuring high levels of accuracy.
Excellent communication and collaboration skills, with the ability to work effectively with internal and external stakeholders.
