Regulatory Affairs Manager - Energy Sector, Germany

Introduction: Are you prepared to embark on an extraordinary journey in the energy sector? Our client is seeking a committed and dynamic Regulatory Affairs Manager to join their team for the groundbreaking Interconnector project, which will establish the first direct power link between Germany and Great Britain. This visionary endeavor connects two of Europe's largest energy markets, heralding a more sustainable and interconnected energy future.

The Role: As major construction progresses, our client seeks a Regulatory Affairs Manager to support project delivery, joining a highly motivated international team in Germany and the UK. This is a unique opportunity to contribute to the realization of a crucial new energy link for Europe, supporting the energy transition and fostering an integrated European electricity market. Once completed, the client will transition to full-time operational management. The Regulatory Affairs Manager will cultivate and maintain strong relationships with public and regulatory stakeholders in Germany and the UK, ensuring compliance with all relevant regulatory frameworks. This pivotal role involves advising senior management, including the Chief Operating Officer, CEO, and Deputy CEO, on regulatory considerations and necessary actions.

Key Responsibilities:

Project-wide responsibilities:

  • Organize regulatory monitoring within the organization and advise senior management on regulatory and market-related issues affecting the project.
  • Monitor EU/DE/UK electricity market regulations, energy policies, trading rules, and TSO compliance obligations, guiding organizational positioning in the regulatory landscape.
  • Implement the Grid Operator Licence Road Map and advise on related organizational measures.
  • Monitor and contribute to future EU-UK trading arrangements, collaborating with other interconnectors and TSOs.
  • Maintain relationships with equivalent functions in German and UK TSOs and interconnectors.
  • Ensure compliance with laws and company policies, with support from the legal team.
  • Represent the organization externally at meetings, public events, and forums.

Germany responsibilities:

  • Report to the COO daily and regularly to the CEO and Deputy CEO for Germany.
  • Manage relations with German regulatory authorities, particularly Bundesnetzagentur and the Land of Lower Saxony, in collaboration with the COO and Deputy CEO.
  • Obtain TSO certification from BNetzA in Germany, in cooperation with the legal team.
  • Prepare periodic reports for BNetzA and the connecting TSO to support cost recognition applications.
  • Support the preparation of the annual budget estimate for TenneT.

UK responsibilities:

  • Support the COO in establishing and maintaining relationships with GB regulatory authorities, including Ofgem and DESNZ.
  • Assist in preparing and delivering annual reports to Ofgem.

Skills and Abilities:

  • 5-10 years of regulatory experience, with a focus on Germany (EU and/or UK experience advantageous).
  • Knowledge of electricity markets and trading, preferably gained from experience in a TSO, regulator, trader, or similar role.
  • Strong organizational skills, capable of managing diverse workloads with minimal supervision.
  • Excellent communication and interpersonal skills in German and English.
  • Strategic and analytical thinker with experience driving major change programs.
  • Bachelor's or Master's degree in political science, economics, law, or related fields.
  • Collaborative team player comfortable interacting with colleagues from various disciplines.

Location:

  • Germany (negotiable)
  • Regular travel between Germany, Europe, and the UK required.
