M&E Manager

Hybrid working: Yes, although you will need to be available to attend site on a regular basis.

Rate: £400 - £450 per day

Contract: Ongoing (possible temp - perm for the right candidate)


  • Ensure the smooth operation and delivery of high-quality M&E systems to budget and within programme.
  • Ensure a high level of customer service is provided at all times.
  • Manage a number of contractors to deliver compliance servicing, maintenance, and new installations across several work streams.
  • Procure and manage the design and delivery of M&E services
  • Ensure that all relevant compliance service, testing, and inspection processes within remit are carried out correctly.
  • Implement and operate robust processes and procedures to ensure legal obligations regarding property compliance are managed and met.
  • Work in collaboration with H&S Manager and Building Safety Manager to ensure risks around health, safety, and compliance are identified and mitigated.
  • Lead and manage a team of colleagues delivering administrative and transactional support for all statutory compliance.
  • Contract manage and monitor the performance of contractors to ensure compliance requirements for planned works are met.
  • Provide expert advice to business stakeholders around compliance issues and statutory obligations.
  • Contribute towards the Asset Management Strategy development from a compliance point of view.
  • Coordinate and manage technical audits of work undertaken by contractors and consultants.


  • ONC/BTEC/NVQ or equivalent qualification in Electrical / Mechanical Engineering.
  • Demonstrate up-to-date knowledge of health and safety in Housing and construction.
  • Intermediate level IT skills in Excel and Word.
  • P901 Legionella Awareness.
  • Degree preferably in an engineering or associated subject.
  • Recognised Health & Safety qualification such as NEBOSH or IOSH.
  • Knowledge and understanding of legislation and practical issues regarding installation, maintenance, repairs, and compliance of M&E systems.
  • Demonstrate experience and skills managing customer and contractor relationships.
  • Significant, proven experience with/in Housing Associations and significant, proven M&E services experience.
  • Experience in post-inspection, fault finding, resolving issues/problems, and carrying out accurate inspections of M&E work in residential properties.
  • Experience of contract management for maintenance and installation of systems.

Additional information:

  • Full UK driving license and access to a car - travel throughout Essex and East London.
  • Physically able to climb ladders and scaffolding, and to access confined spaces.
  • Willing and able to attend evening or weekend meetings when required, and to arrange for appropriate emergency and out-of-hour responses.
